A motion to accept the minutes of the last meeting was made by Commissioner Wingard and seconded by
Commissioner Marsh. Motion carried.
Item I: Item one was a request from the City of Wabbaseka to reactivate their police department under ACA
12-9-118. Having met all requirements, a motion to grant the request was made by Commissioner Reynolds
and seconded by Commissioner Helton. Motion carried.
Item II: Item two was a request from the UAPB Police Department for an extension for Officer Anthony
Brown. A motion to grant the request was made by Commissioner Helton and was seconded by
Commissioner Marsh. Motion carried.
Item III: Item three was a request from the UAPB Police Department for an extension for Officer Sanita
Girley. A motion to grant the request was made by Commissioner Helton and seconded by Commissioner
Marsh. Motion carried.
Item IV: Item four was withdrawn by the Marked Tree Police Department.
Item V: Item five was a request from the Marked Tree Police Department requesting an extension for Officer
Scott Dejarnette. A motion to grant the request was made by Commissioner Reynolds and seconded by
Commissioner Helton. Motion carried.

Item VI: Item six was a request from the Warren Police Department requesting an extension for Officer
Keith Thompson. A motion to grant the request was made by Commissioner Miller and seconded by
Commissioner Wingard. Motion carried.
Item VII: Item seven was a request from AGFC Officer Robert Lisenbee requesting that his time served as
an OSI Agent with the U.S. Air Force be accepted toward the issuance of his Advanced Certificate under
Rule 1009. A motion to grant the request was made by Commissioner Phillips and seconded by
Commissioner Helton. Motion carried.
Item VIII: Item eight was a request from the West Memphis Police Department requesting to rescind the
decertification request for David Kohl. A motion to grant the request was made by Commissioner Miller
and seconded by Commissioner Phillips. Motion carried.
Item IX: Item nine was a request for recertification under CLEST Rule 1034 by Eric Fleming. A motion to
deny the request was made Commissioner Reynolds and seconded by Commissioner Marsh. Motion
carried.
Item X: Item ten was a request for recertification under CLEST Rule 1034 by Michael Rhodes. A motion
to deny the request due to the absence of Mr. Rhodes, was made by Commissioner Phillips and seconded
by Commissioner Marsh. Motion carried.
Item XI: Item eleven was a request for recertification under CLEST Rule 1034 by Brian Cooper. A motion
to deny the request due to the absence of Mr. Cooper, was made by Commissioner Marsh and seconded by
Commissioner Helton. Motion carried.
Item XII: Item twelve was a request for recertification under CLEST Rule 1034 by Jonathan Babb. A
motion to grant the request was made by Commissioner Marsh and seconded by Commissioner Miller.
Motion carried.
Item XIII: Item thirteen was a request for recertification under CLEST Rule 1034 by Todd Shannon. There
was no motion to grant the request, therefore the request was denied.
Item XIV: Item fourteen was a request from the White County Sheriffs Office for the decertification of
former Deputy Darrell Barber. A motion to proceed to a decertification hearing was made by Commissioner
Marsh and seconded by Commissioner Helton. Motion carried. Commissioner Miller recusing.
Item XV: Item fifteen was a request from the Pulaski County Sheriffs Office for the decertification of
former Deputy Carlos Hussian. A motion to proceed to a decertification hearing was made by
Commissioner Helton and seconded by Commissioner Marsh. Motion carried.

Item XVI: Item sixteen was a request from the Rogers Police Department for the decertification of former
Officer Christian Lamborn. A motion to proceed to a decertification hearing was made by Commissioner
Reynolds and seconded by Commissioner Miller. Motion carried.
Item XVII: Item seventeen was a request from the Pine Bluff Police Department for the decertification of
former Officer Sergeant Patterson. A motion to proceed to a decertification hearing was made by
Commissioner Marsh and seconded by Commissioner Helton. Motion carried.
Item XVIII: Item eighteen was a request from the Franklin County Sheriffs Office for the decertification
of former Deputy Dustin Peterson. A motion to proceed to a decertification hearing was made by
Commissioner Miller and seconded by Commissioner Reynolds. Motion carried.
Item XIX: Item nineteen was a request from the Division of Law Enforcement Standards and Training for
the decertification of former CLEST Agent Tony Madlock. A motion to proceed to a decertification hearing
was made by Commissioner Marsh and seconded by Commissioner Phillips. Motion carried.
At the conclusion of the regular meeting, decertification hearings were held. Five (5) Uncontested Hearings
were conducted for Henry Topps, Crystal Walker, Isaias Ramirez, Vincent McCullough, and William
Willard. Commissioner Miller made a motion that the Findings of Fact and Conclusions of Law had been
met and to decertify. The motion was seconded by Commissioner Marsh. Moton carried. Contested
Hearings were held for John Talley, Christopher Bussey, Jason Murphy, and Zachary Guest. After
hearing all testimony given and evidence presented, a motion was made by Commissioner Marsh that the
Findings of Fact and Conclusions of Law had been met and to decertify Christopher Bussey. The motion
was seconded by Commissioner Wingard. Motion carried. After hearing the evidence presented and
testimony given, a motion was made by Commissioner Phillips that the Findings of Fact and Conclusions
of Law had been met but did not rise to decertification for John Talley. The motion was seconded by
Commissioner Marsh. Motion carried. John Talley was not decertified. After hearing all evidence
presented, a motion was made by Commissioner Helton that the Findings of Fact and Conclusions of Law
had been met and to decertify Jason Murphy. The motion was seconded by Commissioner Wingard.
Motion carried. After hearing all evidence presented, a motion was made by Commissioner Marsh that the
Findings of Fact and Conclusions of Law had been met and to decertify Zachary Guest. The motion was
seconded by Commissioner Helton. Motion carried. All hearings were presided over by Hearing Officer
Charles Moulton and recorded by Trish Hendrix. A total of eight (8) officers were decertified and one (1)
officer was not decertified.
At the conclusion of the hearings, a motion was made by Commissioner Marsh and seconded by
Commissioner Wingard to go into executive session to discuss a personnel matter. The executive session
was concluded with no action taken and the meeting was adjourned.
