SCHOOL TERMS AND HOLIDAYS 2020/21
Purpose
1. The purpose of this report is to:
1.1 confirm option(s) for school term and holiday dates for Wiltshire’s Community &
Voluntary Controlled Schools and Community Special Schools for the school
year 2020/21.
School Term & Holidays 2020/21 - Options
2. The Wiltshire protocol (see Appendix 1) produces the term dates detailed in Appendix 2.
Upholding the protocol stringently sees a seven day October break which runs from the

October to the 27
th
October and establishes a two-week break at the beginning of
April which incorporates the Easter bank holidays. The last day of term would be Friday
23
rd
July.
Discussions with the South West Officers confirm the preference of our neighbouring
authorities to consult on options which only include a five day October break. This
proposal encompasses an October break running from the 26
th
October to the 30
th
October, with the last day of term falling on Wednesday 21
st
July (see Appendix 3).
Appendix 4 shows a proposed calendar which adopts the preferred timing of the October
break as our neighbouring authorities, but preserves the favoured seven day October
break. Running this from the 22
nd
October to the 30
th
October results in terms one and
two being as nearly equal in length as possible.
Recommendation
3. In order to match our neighbour’s dates as closely as possible it is recommended that
Wiltshire LA consults on the dates proposed in Appendix 3 and Appendix 4. This will give
schools the opportunity to indicate their preference for either a longer October break or a
longer summer break.

Appendix 1
Wiltshire Council
School terms and holidays - A protocol for setting dates
Start the school year on the first working day of September. (If this is a Friday,
schools can make their own decisions about whether to make it a professional
development day.)
Start the third session (‘term’) on the first Monday of January. If this is the New
Year public holiday, start on the next day (Tuesday).
Make the 10 working days preceding the January return the Christmas and
New Year holiday. (The last day of the second session will always be 18, 19,
20 or 21 December.)
Divide the first two sessions with a holiday of seven working days (Monday of
the first week to Tuesday of the second) and make the two sessions as nearly
equal in length as possible.
The third and fourth sessions should each be of 28-30 working days and end
on the Friday preceding the first Monday of April. They should be separated by
a week’s holiday (Monday to Friday) in February. If the Friday preceding the
first Monday of April is Good Friday, the fourth session should end the day
before (Thursday).
The fifth session should run from the third Monday of April to the Friday
preceding the Spring public holiday (the last Monday of May). If the third
Monday of April is the Easter Monday public holiday, start on the next day
(Tuesday).
The sixth session should begin on the first Monday of June and run for as long
as is necessary to bring the total number of working days for the year to 195.
Consideration
It may be decided to vary by a day or two the start of the first session and the
end of the sixth in order to
- reduce the number of weeks in which there are fewer than five working
days
- maintain a nearly constant length for the summer holiday of 38-40 days

We would like to receive your views on the term dates calendar being proposed for
Wiltshire’s Community and Voluntary Controlled Schools for 2020/21. The deadline for
responses is Friday 08 February 2019.
It was agreed by the Schools Joint Consultative Committee at their meeting on the 15

November 2018 to consult on 2 options.

Consultative Committee prior to the final recommended model being determined by the

Purpose
1. The purpose of this item is:
i) to report the findings of the consultation regarding proposed school term and
holiday dates for 2020/21.
ii) to confirm JCC’s support for the recommended school term and holiday dates
for Wiltshire’s Community, Voluntary Controlled and Community Special
Schools for the school year 2020/21.

2. In line with the recommendation of the JCC at its meeting in November 2018 a
variety of interested parties including schools, neighbouring authorities, diocese plus
others have been consulted on proposed term dates for 2020/21 (Appendix 1).
3. Appendix 2 details comments received as a result of this consultation.
4. A number of our neighbouring authorities have now either completed or are in the
process of consulting on their own school term dates for 2020/21. The majority of
our neighbours to the south west have consulted on dates similar to Wiltshire’s
proposal.

5. The JCC is invited to consider the responses to the consultation on the proposed
school term and holiday dates for 2020/21 and decide whether to confirm its support
for the dates detailed in Option 2 of Appendix 1.

Our son started in reception at Fitzmaurice Primary School this year and the longer October half term
was particularly welcome as it seemed a proper and much needed break after his first term at school. I
think keeping this longer break in place will benefit all, not just the youngest, as it comes at the end of
the longest term of the year. As working parents the slightly shorter summer break also helps with
childcare arrangements for what is the most difficult holiday of the school year to manage.

I very strongly support Option 2 in your 2020/21 term timeconsultation. The 7-day rather than 5-day
October break is now well established, and families and schools are familiar with it.
My wife and I both work full time, and we now take our one family holiday of the year in the end-
October slot as standard, to take advantage of off-peak pricing. I know we are not alone in doing this.
The 7-day rather than 5-day break allows families the option of taking a slightly longer holiday at this
time (if wider circumstances allow) than would be possible otherwise, particularly if schools schedule
one or more TD days adjacent to it.
As a family, we have really benefited from this extended October break and it would be a shame if this
were lost.

In regard to the proposed term dates for the 2020/2021 school year I strongly believe that the summer
holidays are already too long for the children. Myself and Husband both work Full time and it makes the
summer holidays difficult enough to arrange childcare.
The October break is always more affordable for 10 day breaks abroad, and should you reduce the
October school holidays myself and others would struggle to financially take children abroad. The
Summer holidays are already out of the question for most families due to the inflated prices. If the
October break is shortened I think you will see a drop in attendance around the October break as this is
when it is more cost effective to take the children abroad.

Further to an email sent to parents regarding the options for 2020/21 Term Dates for St. Peter's School
Chippenham, our preferred dates as a family would be to have an extended October break (displayed as
Option 2). Adding a couple of extra days to the October half term is more restful/beneficial than adding
them to the longer summer break, plus children are more likely to be unwell during the winter months -
with an increased chance of them possibly being off school then anyhow.

The reason for my preference is because summer holidays in July and August are SO expensive. The extra
couple of days in October means that we’ve gone away in October half term in recent years, we still get
10 days, but we don’t have to win the lottery to be able to afford to go. A couple of days in July makes no

The secondary reason is that the children get a good 5/6 weeks off in the summer and by October and
then into December they’re exhausted again and the extra couple of days have been much appreciated.

Following on from the communication from Landford Primary School and the options for term dates for
2020/2021, my personal preference would be for Option 2 which is a 7 day break at October and to finish
the summer term on Fri 23rd July.
As a parent who works full time, covering summer holidays is exceptionally difficult as all parents want
time off and the maximum most parents can take over the 6 weeks is 2 weeks. It is easier to take 2 extra
days at October and by extending this holiday period it also gives greater flexibility for taking a week
away.

I am a parent in Salisbury. My view is that the two days should be taken with the October half term. The
winter term is already really long and the kids are clearly very burned out by Christmas - an extra couple
of days to rest during October I think would be beneficial. It would even be preferable to have them just
before Christmas to shorten this term.
Having them attached to the summer holiday just makes the summer even longer when the kids don’t
really need more time off and our school will no doubt put their training days for the rest of that week to
then make it even longer.

Whilst there is overall not much in the two proposals, I wanted to say that aligning term dates with
neighbouring regions is not a helpful practice. Not only are parents being held more and more to ransome
by holiday companies for school holidays, made worse by aligned holidays, but as a worker in the NHS, I
am increasingly unable to take leave when colleagues are during holidays and we have to share them out
increasing the child-care burden.
I prefer option 2, with some time in October during a different week when I may be able to at least have a
few days with my children in half term.

I am a classroom teacher and I would prefer a longer holiday in October (option 2). The first autumn term
is a very long one especially for teachers and children in Reception. Therefore, having those extra days
makes the holiday feel a bit longer and gives staff time to relax and prepare for the following term. I also

when we have five weeks off anyway.

It’s very difficult I know to juggle term dates around public holidays. On balance, from a staff and student
wellbeing point of view I would favour Option 2 as it means there are less full 8 week terms, which in my
experience of working in a special school, leaves both students and staff exhausted. I know that by the
end of the summer term this would be the case, but there is more scope for an outdoor based curriculum
than there would be in October.
