Job Description:
This is skilled supervisory work in directing the installation, modification, and repair of plumbing
and related systems, equipment, and fixtures for the interior and exterior of the Javits Center.
The plumbing foreman is responsible for assisting with the inspection, installation, scheduling,
calibrating, testing and repairs & maintenance of all plumbing systems including natural gas,
portable or fixed gas tanks and fuel oil systems, fire protection systems, sewage systems,
drains/gutters, piping, grease traps, bathroom toilet fixtures and pumping equipment for the
interior and exterior of the Center. The position requires managing, scheduling and supervising
plumbing staff, contractors, and plumbing projects to include procurement of equipment,
supplies and materials. The foreman provides technical assistance to the center’s functional
spaces, shops, and departments. Coordinates facilities management efforts and responds to
plumbing, potable hot and cold-water, demand and sustainable water conservation needs.
This individual is responsible for planning, laying out, participating in, and supervising plumbing
work throughout the center and in the shop. The employee works with considerable
independence except on show event installations, renovation, and modification projects, where
technical or event setup supervision is provided. Work order assignments for maintenance and
repairs are received by written or electronic job requests, telephone, radios, in person or

emergency calls. Work is reviewed primarily by users of event space, facilities management,
consultants, or other trades working on equipment and systems through observation,
meetings, conferences or while projects are in progress and/or upon completion. Renovation
and remodeling work are reviewed for compliance with design specifications and Federal, New
York State and NY City building codes where applicable. Work is performed under general
direction of an administrative superior and work is subject to periodic review.
Responsibilities:
Assigns and supervises the work of plumbing personnel engaged in the installation,
repair, and maintenance of water, air, gas, sewer, steam, compressed air and hot water
heating and distribution systems.
Supervises and inspects the installation and repair of plumbing pipes, sinks, traps,
valves, faucets, vents, pumps, and similar equipment, fixtures, and apparatus.
Responsible for the installation, repair, maintenance, and record keeping of water
heaters and pressure vessels so they meet the state of New York and City codes.
Responsible for the operation of a natural gas master meter system, which may include
installation, repair, maintenance and record keeping meeting Federal, State and City
regulations.
Estimates job labor and materials costs; maintains job and cost records; requisitions
materials, supplies, and equipment.
Plans and lays out work from oral and written instructions.
Conducts regular inspections of work in progress and on completion; participates in the
more complex plumbing tasks.
Confers with the Javits Center’s management on proposed plumbing projects and makes
recommendations.
Recruits, trains plumbing trade personnel.
Establishes safety and work performance standards for subordinates in accordance with
Javits Center policies and procedures.
Performs plumbing related work as required.
Qualifications:
Fully vaccinated against COVID-19 and any additional vaccinations against COVID-19
recommended by health officials during your employment.
Must work full-time onsite at the Javits Center.
10 years of related experience and considerable experience as a journeyman or Master
Plumber, including supervisory experience.
Thorough knowledge of the practices, methods, materials, tools, and equipment of the
plumbing trade.
Thorough knowledge of the prevailing codes of the plumbing trades.

Thorough knowledge of the hazards and safety precautions of the work.
Ability to analyze defects in plumbing equipment and to determine necessary repairs.
Ability to read and interpret blueprints and to lay out work from prints, rough plans,
sketches, drawings, manufacturer literature/specifications and broken parts.
Ability to make estimates of labor and materials needed for plumbing jobs.
Ability to maintain good working relationships with personnel of other departments.
Ability to communicate clearly and concisely in writing and orally.
Follow and support Plumbers Local 1 CBA agreement, managerial goals, objectives and
the center’s policies and procedures.
Full OSHA and NFPA understanding.
Inventory control, par stock, FIFO and Just in Time ordering.
Ability to manage technical building control systems.
Ability to work under time constraints and be able to multi-task.
ADA Codes Understanding.
Able to work in high elevations above 10’ of height utilizing scissor lifts, boom lifts and
scaffolds.
Flexibility in schedule to allow evening and weekend coverage if required.
Able to lift 50 Lbs. regularly and 35 lbs. constantly.
Standing and walking for extended periods of time.
