Panel Presentation - What Do We Mean by Wildfire Resilience? Reimagining An End to Disaster and
the Start of a Sustainable Future

Enhanced Community Resilience
Building wildfire-resilient communities requires proactive planning and education about local fire risks,
evacuation strategies, and wildfire behavior in urban settings. This panel showcases two advanced
technologiesCAWFE and Ladris EVAC-1—that play crucial roles in enhancing community resilience.
CAWFE is a dynamic model that predicts wildfire growth, speed, direction, and intensity. It has proven its
value in tabletop exercises, aiding stakeholders in preparedness planning. EVAC-1 enhances disaster
response by enabling efficient evacuations through real-time traffic data, scenario simulations, and AI-
driven analytics. Together, CAWFE and EVAC-1 empower communities to anticipate wildfire behavior and
execute effective evacuations, ultimately strengthening their resilience against disasters.

Spotlight Interview - Investing in Resilience and Pre-Disaster Mitigation: Benefits for American
Taxpayers
In 2023, the United States experienced a record-breaking number of billion-dollar disasters in a
calendar year, with 28 weather and climate events causing $92.9 billion in damages. Data reveals
that the amount spent on natural disasters has more than quintupled since the 1980s, and the
consequences of climate change have the potential to cost the world economy an estimated 178
trillion dollars by 2070.
Former CNN correspondent and board advisor John Zarrella will engage in a discussion with Chris
Brown, Executive Director - SmarterSafer Coalition, to analyze and highlight multifaceted approaches
to climate resilience that address existing obstacles and promote fiscal responsibility. The
Coalition will provide actionable recommendations and positive examples of how resilience has
saved tax dollars when implementing pre-disaster mitigation from an institutional perspective.

Panel Presentation - The Importance of a Multi-Disciplinary Approach to Wildfire Recovery and
Resilience
Over the past decade, the growth in frequency, scale, and severity of wildfires has highlighted the
seriousness of an emerging global problem, particularly in the wildland-urban interface. FEMA’s Building
Science Disaster Support Program recently deployed Mitigation Assessment Teams to conduct wildfire
post-disaster building performance and mitigation assessments in Colorado and Hawaii and identified
several challenges worthy of discussion on a national scale. In this session, a cross-disciplinary panel of
experts will discuss observations from recent fire events, recommendations, and opportunities for better
collaboration to increase wildfire resilience across the nation.

Spotlight Presentation - Adapting the Future of Housing: The Resilient Housing Planning Guide
Housing is often overlooked in comprehensive or hazard mitigation plans, leaving communities to make
critical decisions about rebuilding, such as location, density, and building code enforcement, in the
aftermath of a catastrophic event. Additionally, most communities lack the in-house expertise or capacity
to plan for housing recovery or resilience and rely on consultants to develop the plans that allow them to
access funding and rebuild homes and businesses.
To address this issue, Smart Home America (SHA) has created a Resilient Housing Planning Guide funded
by the EPA Gulf of Mexico Program. The guide helps communities better understand their risks, identify
mitigation and land use planning strategies, and provide feedback to consultants.

Panel Presentation - New Flood and Climate Resilient Consensus Standards Have Arrived! Learn
and Apply Them in Your Community
The American Society of Civil Engineers recently released a major revision to “Minimum Design Loads and
Associated Criteria for Buildings and Other Structures” to mitigate the effects of flooding. Additionally,
The ASCE 24 Flood Resistant Design and Construction will be updated later this year. Panelists will
discuss the design standard’s new flood provisions to protect against 500-year flood events, which is a
significant improvement to the 100-year flood hazard referenced in the previous version. The changes
also introduce a new requirement for relative sea level change as it relates to each individual structure.
